Radius question

I thought I had the answer - but my blind user doesnnn't want windows of
anykind - she needs basic character mode access. Yet her husband wants
PPP and Netscape.

They run a business and would like to use the same userid etc. I would
like them to be able to enter something like PPP for a PPP session and
shell for an terminal session. How can I do this with Radius??
