Our Acct-Delay-Times vary more than most because we are brand new and we
still have times in the middle of the night every now and then when our
logins are infrequent enough for radius to time out. Radius doesn't kick
in again until a new authentication request, so the stop packets can get
queued up until that happens. In your system, this probably never
happens, but there are other reasons (such as network trouble or radius
trouble) why an Acct-Delay-Time might pop up. When it does, your start
time calculations will be thrown off unless you account for it, which is
simple enough.
