Advice needed for radius and very large /etc/passwd file

What is the best way to handle the following situation?

We are running Solaris 2.5 on a Saprc20, 64mb ram and one SM51 module.
This machine serves mail and authenticates dial-up ppp users via radius
running on the server. Recently we have acquired a large contract for
17,000 additional dial-up customers. All customers will use assigned
addresses and the default entry in /etc/raddb/users. Currently ,we do not
run NIS or NIS+. Here are my questions...

1. Will 17,000+ entries in etc/passwd be inefficient for authenticating
users?

2. What upgrades to the server would be necessary in order to achieve
efficient performance if possible under our current method of
authentication?

3. Is there an alternative to our current plans for authentication using
Radius?

4. To sum it up, what strategy would you use to insure smooth and
efficient authentication of dial-up ppp customers using PM30e units and
Radius with this number of users?
