You might consider Merit RADIUS which provides you a way to "divide
and conquer" your problem. We handle literally hundreds of thousands
of dial in users in the State of Michigan with but four (4) entries
in our (collective) RADIUS users files...
This is an example of distributed client-server RADIUS in a real
production setting.
