telnet connections refused?

Every once in a while (more frequently lately), one of our Portmasters
(ComOS 3.3.1) starts to refuse telnet connections. It stays this way
until it's rebooted. We have 3.3.1 running fine on other Portmasters, and
the hardware has been replaced, but nothing changed. Is some aspect of
our configuration tickling a bug? Ideas?
