That will not work. Framed-Address is *ONE* IP address - period.

You want something like:

user Password = "foobar"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = 206.x.x.10,
Framed-Netmask = 255.255.255.0,
Framed-Route = "206.x.x.11 206.x.x.10 1",
Framed-Routing = None
