We have USR MP/16's here and the best string that I use is
'at&f1&k3s0=1&w"
Why those modem aren't working could be a few things. The Dip Switches
aren't set right, the cable(s) are bad, or the DB-25 to RJ-45 Connectors
are built wrong.
Dip Switch settings

1 = DTR Normal
2 = Verbal result codes
3 = Display result codes
4 = Echo offline commands

10 = Load NVRAM defaults

The you just make a straight through ethernet type cable (8-pin)
and it should all work!
