Hardware Flow Control

How does determine where a connection is requesting CTS to be dropped?
All I know is that a user gets connected and sometimes gets "froze" by CTS
dropping. I want to solve this problem, but need to know where to look to
find the piece of hardware that is causing this problem. I don't know if
it matters but the ComOS is 3.3.2. I have contacted the manufacturer of
the modems and am trying the init string that they recommended. The
modems are GVC, even though some don't like these modems, we haven't had
problems with them until recently, and there doesn't seem to be a pattern
that we can track down. I want to find which piece of hardware is causing
this, but don't know how to proceed from here.
