Both. PPP is bidirectional, so the PC says 'only send me packets 596 long'
and we say 'we can take packets 1500 long'. Chances are the PC will only
transmit the same as it receives - 596 - but the PM will do what they ask
and transmit the lower value.

In real life the simple way to remember is low value wins. As most dialers
only send and receive the same size.
