Modems for dialout

I've spent a couple of hours trying to setup a modem pool on our PM 2e
(running ComOS 3.3.2) to allow us to dial out as well as have dialin users,
but so far I have had little luck. I manage to setup a user that can telnet
in and is assigned a modem, which 'show sessions' confirms. The problem is
that I am not able to communicate directly with the modem. Either I get *no*
response at all after the connect, and everything I type shows up as
'Pending' on the port, or I can get what I type to be echoed back to me, but
the modem never seems to receive it.
Is there a 'standard' procedure for setting up a port for both dialin and
dialout operation? Has someone done this before?
