1) go to: www.microsoft.com/ie/download
2) select IE 2.1 for Windows 3.1 and hit the NEXT button
3) select IE 2.1 with Mail TCP/IP stack and dialer and click NEXT
4) download the file from the site of your choice
If you need the International version that is not available in 2.1, try
selecting 2.01 as there are many more International choices :)
