Nope. There are several steps to take in solving this problem.

1. Double check you modem init string in your modem table entry.
Make sure that it is set for hardware flow control, locked dte rate,
and hangup on dtr drop.

2. Try to make sure your users reporting the problem have their modems
properly configured.

3. Try and check the telelphone lines for noise or bad quality.

I'm working on some other possible things to try.

One thing to try is setting the modem's carrier drop delay to a longer value. Most modems default to a CD drop delay of .5 to 1.0 seconds. You might try setting this value to something like 2.0 seconds.

For most AT command modems this is set in S10.
