Ugh. Here in GTE-land this is true as well ... however, given that GTE
is *out of pairs* for us and will have to keep running cables under the
street (at considerable expense to them) to keep up with our growth, they
have consistently been unable to meet deadlines. Usually in these cases
they'll waive installation or give us a credit; we're hoping to be able to
negotiate a cheaper channelized T1 (they don't even have PRI here).
