Oh I see, you want to give EVERYONE in the world access if the radius
server crashes? Or just everyone in your radius database?

Id think youd have to turn OFF security on all the ports. But it is a MUCH
better idea to just run a 2ndary server. See if your upstream ISP will
2ndary your radius database and run an auth daemon for you. They may
already do radius authentication.
