No.

1. There is a limit on the number of users that you can store in a unit.
(Don't know what it is in a PM-3, it has more FLASH than the current units.)
2. If a user is stored locally it is used BEFORE contacting RADIUS. So
RADIUS would never be used.

The *PROPER* solution is to have a backup RADIUS server. That is what the
protocol allows for, and that is the solution we advocate and support.
