I can't imagine that there is another way that cisco could implement
the internet standards.

This is a typical example of someone that either does or does not
understand the technical issues involved trying to write a story
for those that do not understand the issues.

We recently had a situation where a MAJOR network provider was
announcing /32 networks when their dialin customers connected!

Totally stupid, and a real threat to the functioning of the internet.
I agree that that they should be cut off so the rest of the internet
will continue to work. You are not allowed to shout "fire" in a
crowded theater, so why should you be allowed to shout "Mary Jane
just logged in in Toledeo" on a crowded internet?
