You're using the Windows version, aren't you? The UNIX version still has
3 settings.

With modern modems setting 3 different speeds is *VERY BAD* and since a
modern application that should have then different is exceedingly rare we
have removed that ability. It causes more support calls than it is worth,
too many people think it is a good idea to set three speeds with a modem
and then call us when things don't work right.

If for some bizarre reason you actually want 3 speed settings you should
do it from the command line.
