PM2 complex routing question

I have a small problem (that's a lie, I have a large problem!).

We recently ran out of IP address on one of our class C's. This
happens to be the same class C that has all of our dial in users
with both dynamic and static IPs.

The first C is 205.216.96.0, the second subnet is 205.216.110.128
(netmask 255.255.255.192.

All current request for IP address come out of the 96.0 group.
We ran out of IPs on that segment and added a new PM2e30
under the 110.128 subnet.

We did the appropriate DNS and added 30 dial in IP address
with host names etc. All was working great with the dynamic
customers. Until, the first STATIC customer tried to dial
in. Of course they were assigned their standard 96.x and the
PM wanted 110.x. So that hosed up all the routing and basically
makes the PM unreachable.

So one solution is obviously put all the dial in on one class C
and don't worry about it. Good idea but this PM is at another
location under an entire other class C, so it isn't possible.

Are there any other solutions to have the static customers be
able to dial ANY number and no matter what picks up 96.x or 110.x
they get routed properly given they are assigned a 96.xx?

What about those providers who have 500 modems and have static
account littered randomly throughout the list? What do they do?

Any help would be greatly appreciated.
