That is covered in the RADIUS Specification by PROXY. You would have the
server contact other servers. The idea is KISS - keep the NAS as simple as
possible and let the inherently more complex server software do all of the
fancy stuff.

Having a NAS ignore an auth reject and keep trying would violate the
RADIUS Protocol, don't expect us to do that.
