Not without writing your own code to do these things. By default you
can limit the length of each session, and limit the length of idle time
per user. But you can't limit total time per day, etc. You would need
to edit the RADIUS source to add those features.

This isn't clear. RADIUS accounting does track the time used, but you
do need to use your own system to actually use those times for billing
purposes. Most people have Perl scripts to do it.
