Users Can't log in

We are having a random problem with our users
loging in to the portmasters and getting verified.
What happens is the user will connect, be prompted
for user name and password, and then nothing will
happen, and they time out, with no response. The
only way I have found to correct the situation is
to reboot my radius server. I cant figure out what
can be causing this, it seems that the portmaster
sends out the verification request, and it never
gets to the radius server, or the PM is not sending
out the request. I say that it never reaches
Radius, because with the -x switch on, there is not
activity displaying what is going on. The screen
just sits there.

I run radius with the -x15 swithch, and see nothing
out of the ordinary when this situation arises,
other than screen activity stops.

Here is a run down on my system:
1 PM2E OS version 3.3.1 with 30 analog ports
1 PM2E OS version 3.3.1 with 10 analog, 5 BRI
RADIUS version 1.16.31 Window NT (+Ascend/Shiva)

The server that radius is running on is also
running our:
Mail Server
HTTP server
NNTP server
Radius server

The server is a Pentium 166, with 64 megs of ram
and NT workstation 3.51 with Service Pack 3.

This problem use to happen very infrequently, but
now it is occuring daily, a couple of times per
day.
