I suggest posting a message to linux-serial. I suspect this comment
(still present in 2.0.21 as well as in 1.2.13) might be talking about a
different 16650. I've seem some ancient systems boot up linux and id
their UARTs as 16650 even though the startech 16650 didn't exist when
these boxes were put together.

Still, a coprocessed intelligent card wouldn't be a bad way to go.
