[Support.Ticket #299] lockups (fwd)

One of my users sent me this. I have had this type of error, under
linux, but it turned out every time that my machine had forgotten how to
route (or the portmaster had forgotten I was here). But this is a win3.1
user. Any suggestions?

My question is this: I have had several instances, seemingly getting more
frequent lately, where I'll be doing web research and find everything
locking up. The Netscape logo-world continues to spin, there are no error
messages in TCPMAN, but I get a message at the bottom window in Netscape
"connecting to xxx" which stays forever. It happened to me this morning as
I was exploring the Jeffnet home page. The only way to dis-engage was to
disconnect completely, wait a few minutes and dial in again. It would seem
to me that if it happens with our home page, it must be a local problem. Is
this an accurate supposition, or is this just a symptom of net-glut?
