Install RADIUS and trash the user table in the PM2. I know in the
manuals (old) it reads that it can hold up to 400 users or so. I found
out the hard way (as you are) that is not true. After about 180 - 200
it just will not hold them all. There are utilites to transfer your
users to a RADIUS server without having to re-type them. You will
continue to have these problems until you go to RADIUS.
