Routing Questions: Static IP addresses

A user here would like to have an IP address assigned to them on a
permenant basis. They also want to be able to dial into any one of
our locations. How do I setup routing and netmasks so that this
user can have this IP address follow them around. Currently we have
IP pools assigned which are from a 27-bit subnetted class C? Can I
just setup a network using 32 subnet bits for this?
