You should not store more than 100 users in the PM. If you do you

Won't help. That backs up FLASH. If the FLASH is full and you have users
added they will only be in RAM. Hence they are lost on a reboot. And the
backed up image only has the users that fit in FLASH.

You probably have more than 100 (I've seen 400 work ok) but 100 is what
we consider a safety limit.

You should use RADIUS.
