Check the ribbon cable, make sure it.s well seated all the way around.
Also check the jumpers on the expansion boards, verify that one is in the
10-19 (or 1) position, and the other in the 20-29 (or 2) position.
Next try it with only one board, then only the other to see if one of the
boards is defective.
