activating filters

It seems rather difficult to activate a new filter. I was trying to adjust
an output filter on ether0 (seems I had typed a 53 instead of 23) but I could
not get it to take. I set the ofilter to nothing, set it back to what it had
been. I'm beginning to think that rebooting is the only way to activate the
new filter. This is unacceptable for a device that is currently serving users.
On the IRX I could activate a new filter by resetting S1 (our outside
connection). Since this only caused a temporary interruption, this was no
problem. But I'm not about to kick several users by rebooting a portmaster
just because "reset ether0" won't do the job of "reset s1".
