My experience with frame relay is that a Cisco will report line protocol
up if it can reach the phone company's frame cloud, even though it may
not be able to talk to a router on the other end.
For example, I recently moved my ISP from home to a office location. We
still have a POP in the home connected via frame relay T1 to the office.
The T1 circuit from the office to the frame cloud has gone down a number
of times. Each time, the 2514 at the office has reported line protocol
down, and the 2501 at home has reported line protocol up in each occurence.
I fail to see how on a frame relay circuit that a Livingston product
having a problem on one end could cause the line protocol to go down on a
Cisco router at the other end.
I can understand how this would happen on a true leased line circuit.
