Can't Login when Nameserver is Down?

Hey all,
Recently our nameserver machine has started acting flaky. Quits
resolving some names like my 2nd Portmaster pm2, but still resolves the
first pm1, but anyway when he starts acting this way none of the users
can login, all users are on a seperate machine using radius. My question
is why can the users not login when the nameserver goes down, I could
understand this if the radius server was the same as the nameserver, but
this is not the case. If I shut down the nameserver and start it back up
everything is fine and back to normal. This message is a little vague,
but I don't know what other info you would need. The logs in the
nameserver don't reflect anything wrong with it either.
