Actually, radius uses the system's resolver, which can be the /etc/hosts
file, NIS or DNS. The resolver is only necessary when the clients file
entry is not an IP address.

For reliablity reasons I've always put the IP address in the clients
file. I highly recommend using the IP address since then it doesn't
matter what name resolver is defined or available.
