Dialing in with Zoom

I have a user who is trying to dial in to my USR Sportster (let's not start
that again). He fails most of the time, with no entry in the syslog file
or anything. When I attach to the modem he is coming on and do an ati6
this is what I get:
Data Compression NONE
Equalization Long
Fallback Disabled
Protocol NONE
Speed 14400
Last Call 00:00:01
Disconnect Reason is GSTN Cleardown
He is using a Zoom 14.4 modem with WinRPI installed. I know this isn't an
issue with the portmaster because the modem doesn't seem to ever be
establishing a carrier, but I have *never* seen this GSTN Cleardown before
and have no idea what it means. Enlightenment would be appreciated.
