98% of the time the problem is in the Network control panel. Disable
WINS Resolution. For some reason, it mysteriously enables itself or
sometimes if you look carefully, you will notice that none of the radio
buttons in the WINS Configuration Tab is selected! (Impossible if it was
working right). And if it already is disabled then enable it, save and
restart, then disable, save and restart. Works like a charm.
