Second Class C

Ok guys need some help if someone has a few moments. I have a IRX-114
and Im trying to route a second class c through a 56k circuit on S4.
here is what I have

S4

remote host 207.1.155.1
local address 192.167.0.0
netmask 255.255.255.128
interface unassigned

I can not get the interface to come up and I think it is telco releated.
I can put a local loop on the remote dsu and it loops up but I can not
get the interfaces to sync up. The class c I have now is 207.1.154.0 and
it is split between 2 more ports.

Any ideas?
