Trouble with PM2E

Some time we have modem messages appearing in the syslog as a username
:
PORT S2 Session disconnected user V42BIS ON.

Some time we have a message :
Host is currently unavailable

Does the trouble is due to PM problem or modem problem ?

We are running COMOS 3.3.3.
