Unable to Negotiate a Compatible Protocol

I know this has been hashed around several times.. and I did read most of
the hash.. but I was not having the problem.... until now...

Most of the time it seems that the computer's in question are running
Windows 95, but some 3.1, 14.400 modems and are connecting to my USR
MP16's. What I have found is that if I have the user "bring up terminal
window after dialing" and then have them wait for the "login:" prompt then
click "Continue" or press "F7" everything works fine.. It seems that the
modems negotiate, but the users computer sends the "username" before the
portmaster at the login prompt.

Any suggestions????
