Not possible - the speed setting is meaningless. It is just a note for
human operators, the line speed is determined by the clock.
You MUST match the clock the telco is using or sync lines don't work.
If you change the clock on the router (not possible with Livignston) or
the CSU/DSU and it doesn't match the telco - the channel is dead.
