The Livingston does not support this. It is a new feature of Cisco IOS
though. If you need it, buy a Cisco.

Also Emerging Technologies (http://www.etinc.com) makes throttling
software for FreeBSD and BSDi although I don't know how well it works or
if it would be suited for your app.
