That is set in the code. The PM waits 3 seconds between attempts.
You get a total of 18 tries.
2 to the primary, and then 8 that go to both the primary and secondary (if
you have one).

This shouldn't be causing failures. If the users aren't connecting, then
there is another problem at the roor.
