If those programs can reset the ports, yes they can cause problems. I
don't know what they do, or how they do it.

Did the user verify that the modem was still connected to the PM? What
did the PM show? What did the radius logifle and accounting show?

I'm not clear on the results...did the reboot clear the problem? If it
did try resetting the ports individually if you can determine which modem
is not working or reset them all.
