Not quite.

The state 'NONE' I've usually seen after 'attach'ing to a port and then
disconnecting. It is not the state after a call has compelete or been
handled.

'Configured' means that the modem table entry init string was sent and
the reply string was recieved. Please note that if there isn't a reply
string the port will show 'Configured' regardless of what actually
happened on the modem.
