You may have hung telnet sessions.

Dialin and login as !root (or use a console) and 'show netconn'

Find an old/hung telnet connections and take the handle number from the Hnd
column. Use that number in 'reset n#' to reset the connection.

There is a limit of 4 root telnets at a time, so hung sessions can block new
connections.

The other things to look for are filters on the ether0 that block telnet,
or you may have set the telnet/admin port to something other than 23.
