Maybe I'm too far away and don't know how ComOS works internaly, but:
a) set assi a.b.c.1
b) set s1 dest 193.226.30.226 255.255.255.255
Now a) takes precedence over b). If a) is not set, Portmaster does not
honor b) for dialup. _Is that hard_ to add a new check ? Not a flag, but
one more check...

Yes, one can do a lot of things with RADIUS. But the amount of work
involved in getting RADIUS to do this properly is about the same as
modifying ComOS to add that simple check, I think...
Unfortunately, I'm not very good at patching ComOS in hex :-))
