Trouble with NT 4.0 and ISDN

I'm having some trouble with ISDN clients using Win NT 4.0. One uses a
Bitsurfer Pro, one uses a Sportster ISDN 128K (now called Allegra). Both
are able to connect only at 64k. When trying to use 128k, they either
cannot connect, or can connect both channels and immediately drop one
channel.

The Bitsurfer client is using the same init string I've used with Linux to
make a BSpro do 128k. So I don't believe they have a BSpro config
problem. I moved their BSpro to a win95 box, and it worked at 128k right
away. I'm guessing it's a Win NT 4.0 config problem burried somewhere.
USR claims to be able to do 128k from NT 4.0.

Has anyone else seen/solved this problem? I keep telling them Linux is
the solution.
