I wouldn't conclude that yet, because I've seen fully loaded PM2eRs
with all ports in use and the WAN port up answer the phone and put a
prompt up immediately. If this were a fundamental problem it would be
all over this list, USEnet, Inet-access, etc... Something that major
would not go unnoticed.

It could be other issues - spurious interrupts dragging performance
down. Possibly just enough to be a problem but not trigger a spurious
interrupt log message.

Maybe somekind of misconfiguration impacting performace.

I've connected to units in our lab that are undergoing load testing,
and the response is immediate. So this isn't normal.
