Then I don't see how it is a PM load issue... If you have 35-40 modems
this is not on one chassis. And only the load from the modems *on that
chassis* will impact performace. Am I missing something about the setup
that would explain this?

The only way modems on another chassis would impact a different chassis is
if the network was laid out odd and all the traffic were bouncing through
the box.

If it is multiple chassis, then I know of no way it can impact performance
of the PM on the serial side on a good network. Traffic on box #1 doesn't
impact traffic on box #2.
