What I see in the manual looks fine.

I'll bet you have to do something different in your configuration. Examples
are just guidelines. Copying them exactly will not work in all cases.
I have an OR-U at home on my LAN with 2 machines and it dials on demand into
the PM-3 here every time. This works, so it is something in your setup.
You'd probably be better off working with an engineer to find the issue.
