I recently had a call from a somewhat clueful user with this problem.
After my Inquisition, I found that he had a friend who was even more
clueful come over and install the Win95 Service Pack. Hmmm, I told him to
uninstall it "just for kicks" and after rebooting it connects flawlessly
everytime.

There are some times though when the users haven't installed the service
pack and nothing helps short of opening the login window. I've never seen
this happen under Win3.x though, and 50% of our users are still in the
Win3.x era.
