Radius 2.0 not authenticating STATIC IP Customers ???

I had installed Radius 2.0 last night and tested it and thought everything
was working ok.
But I found that it was only authenticating my dynamic IP users. It wouldnt
authenticate ANY of my static IP or static routed customers.
I installed it as it comes from livingston and only added my static
customers to it.
Any suggestions.
I am now back to radius 1.16 and working fine with all authentication
