PortMasters store *EVERYTHING* by IP address. So don't worry about that.
If you have DNS turned on (ie, you have a nameserver set) then when you
'show' anything it will attempt to resolve a name and use that. If you
want to see IPs when working, disable DNS on the box (by removing the
nameserver settings).

I'll have to check on this for the PM-3. The way PM's usually work is by
counting the number of ports on boot and making a pool that large - starting
with the IP you set. But I'm not sure what the PM-3 'counts'.

What is 199.84.54.41? That is the advertising router.

Hard to say without knowing the network and the settings. You might call
